The preliminary benchmark report sent out in early 2022 has a problem due to the CMS assumption that national and regional expenditure values in 2021 (BY3) are the same as in 2020 (BY2). But in reality, COVID care avoidance impacted expenditures in 2020 much more than in 2021. This assumption not only understates your historical benchmark, but also affects how you compare to other ACOs in your region, leading to an inaccurate regional adjustment.
